Part 1: President Rodrigo Roa Duterte holds his regular Talk to the People at the Heroes Hall in Malacañan Palace where he convenes several of his Cabinet members and top government officials to discuss various issues of national concern and the latest developments on the Coronavirus Disease 2019 (COVID-19) situation in the country.

Department of Health (DOH) Secretary Francisco Duque III reassures President Duterte that supplies of vaccines against COVID-19 and medicines will not be affected in the Philippines despite the ongoing Russia-Ukraine conflict in Europe.

Department of Transportation (DOTr) Secretary Arthur Tugade says that the DOTr accepts and supports the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) in downgrading the COVID-19 alert status from Level 2 to Level 1 in 39 areas within the country, and discusses the structural operations in aviation, railways, road transport and maritime.

National Task Force (NTF) Against COVID-19 Chief Implementer Secretary Carlito Galvez, Jr. reports that it will closely observe the implementation of Alert Level 1 in 39 areas while continuing the national government’s aggressive vaccination effort.

Department of Trade and Industry (DTI) Secretary Ramon Lopez and National Economic and Development Authority (NEDA) Secretary Karl Kendrick Chua present the benefits of de-escalating several areas to Alert Level 1 on 1 March 2022 and the Economic Development Cluster’s 10-point agenda towards swift economic recovery.

President Duterte lauds his Cabinet Secretaries for their unrelenting efforts in implementing the Administration’s programs and projects despite the enormous challenges caused by the pandemic, and says that it is heartening to learn that the country is slowly on its way towards economic recovery that will benefit millions of Filipinos greatly affected by the health crisis for two (2) years.
